The Applicants applied for the order of Certiorari to
quash a decision of the second Respondent, the District Executive Director,
made in the year 2002 to interdict them and prefer disciplinary proceedings
against them while they were in the service of the 3rd, 4th
and 5th Respondents respectively. The Applicants formerly worked
with the Musoma District Council in different capacities under the Musoma
District Executive Director. Sometime in 2000, the Applicants were transferred
to other District Councils; namely Korogwe, Dodoma and Sikonge. At diverse
periods of time, in 2002, the Applicants were served through their new District
Councils with letters of interdiction on disciplinary grounds. The letters
informed them of some intended disciplinary proceedings to be initiated against
them. Their respective District Executive Directors implemented the contents of
the letters and interdicted them on half salary.
