This appeal originates from the decision of the Court of
Resident Magistrate at Musoma where the Appellant was charged with the offence
of arson contrary to section 319 (a) of the Penal Code [Cap 16 R.E. 2002]. The
Court convicted him and sentenced him to serve a life sentence. Following the
conviction, the Appellant unsuccessfully appealed to the High Court of Tanzania
at Mwanza, hence the present appeal to the Court. The issue before the Court is
whether the sentence imposed on the Appellant is excessive.
